Marshall dismisses sewage talk from Agard

An Opposition Barbados Labour Party (BLP) spokesman has dismissed a recent attack levelled against the BLP by its former representative for Christ Church West Dr Maria Agard, suggesting it’s merely a case of political sour grapes.

Speaking in Parliament last week during debate on the Estimates, Dr Agard, who is now a member of the fledgling United Progressive Party (UPP), suggested that the current crisis at the south coast sewerage plant really began with the former BLP Government and not with the current Democratic Labour Party (DLP) administration as the BLP has been espousing.

In fact, Dr Agard contended that the system was “fundamentally flawed from the start” and that “the problem with the south coast sewerage treatment facility started . . . with its implementation in the late 1990s and early 2000”.

However, addressing Sunday’s BLP meeting at Grantley Adams Memorial School, St Joseph, Member of Parliament for the constituency Dale Marshall accused Dr Agard of trying to mislead the public on the issue.

Marshall also suggested that little more could be expected at this stage from Dr Agard, who was recently booted out of the Mia Mottley-led BLP and has since sought political refuge within the bosom of the Lynette Eastmond-led UPP, which is yet to face the electorate in general elections.

“Never mind [Dr] Maria Agard who finds it convenient to say to the country that Barbados Labour Party created the problems,” Marshall said in dismissing her view on the sewage debacle.

“Now it suits her because it is politically expedient to make it appear as though the Barbados Labour Party is at fault,” he continued, adding that “it is public knowledge that the sewage treatment plant was designed [by the DLP] under [then Minister of Health] Brandford Taitt, now deceased, and that Brandford Taitt signed the contract for the funding, and that the Barbados Labour Party came to power and we built the plant that was designed and accepted by the Dems”.

During Sunday’s meeting, Marshall also zeroed in on the public transportation woes affecting the island, saying the current shortage of buses at the state-run Transport Board was a reflection of the general dysfunction in the country under the DLP.

His concern was shared by BLP St George North representative Gline Clarke, who reported that only 68 Transport Board buses were currently on the road with some 156 currently undergoing repairs.

Clarke also said the last time vehicles were bought was in 2006 under a BLP Government.

In response to reports that Government was now looking to engage private coaches and other private public service vehicles in order to move children to and from school and to fill other transport gaps, Clarke declared, “the private sector has taken over”.

“The situation in Barbados today means that the Government has virtually privatized the transport sector because the private sector . . . now has to come in not only to ply the routes but also to be involved in the school bus system”.

Those comments were supported by BLP St George South MP, Dwight Sutherland who accused the DLP administration of practising “politics by deceit” and “political skullduggery”.

“These are the same people who [in the 2013 campaign] put a lady on the bus and said to you the people of this country don’t vote for the Barbados Labour Party cause when they get in they will privatize Transport Board and the pensioners will have to pay bus fare.”

In her address, St Michael South Central candidate Marsha Caddle charged that Government was more interested in placing the Barbados National Terminal Company Ltd (BNTCL) in the hands of a single private owner and creating a monopoly than getting the US$100 million market value for the state-owned asset.

BNTCL is the island’s sole oil importer and distributor and the Fair Trading Commission recently rejected the proposed sale to the Sol Group because it would create an anticompetitive situation in Barbados.

Sol’s competitor Rubis had offered to pay half of the BNTCL foreign currency sale price to jointly operate the facility. However, no agreement has been reached on the matter with Caddle, an economist, contending that the “BNTCL [sale] is not about addressing the [island’s] foreign reserves problem because if that is what it was about, they [Government] would have taken the offer made by Rubis of the $50 million that they were offering to go half to make up the $100 million”.

“ . . . but it is not about the foreign reserves, don’t be fooled. This Government is in the business of creating monopolies to consolidate wealth in the hands of a privileged few in this country,” Caddle stressed.

    I went to the BLP meeting in Worthing. The BLP said, yes, they built the flawed plant but they should not be blamed. The BLP said that Branford Taitt and the DLP is to be blamed because they designed the flawed plant. And when the BLP came to power, they just built what the DLP designed. So the BLP is washing her hands clean of everything.

    I said George Payne is looking to be Prime Minister. While Mia thinks she is the obvious choice, this is another miscalculation of hers, and they have been many. Being a good skillful weather-cock that he is, George is hoping that all members of his gang (Gline Clarke; Dale Marshall; Ronald Toppin; Dwight Sutherland – who is EASILY EASILY influenced, and a few others, will vote his as PM in the Parliamentary vote.       Trevor, does it matter who designed or built the plant?

      History shows that the the plant was designed and commissioned during the DLP administration and built under the BLP administration.

      But, does any of that matter over twenty years later when the obvious problem is lack of maintenance?

      Even if there was a design flaw that has shown up at this stage, should the current administration not face the issue and fix it?

      What is the point of trying to play blame games instead of fix it games?

    Trevor Daniel you have more sense than that,the BLP found the ,idea for the plant in place when they came to power in 1994,Government is a continuam,therefore they went ahead and built it,according to the specifications previously in place by the DLP.Therefoe do not come to blame the BLp for it as you Dems like to do.The problem as Mr Hutchinson said is one of maintenance .Therefore who should have been maintaining the the plant the BLP?It is clearly a lack of action by the Dems who although warned by Ms motley since 2015 failed to act as usual and hence the problem we have today and heads should roll for it.As for Saga Boy ,Sticks and Stones and Archy Perch if attacking Ms Mottley talking about M a non entity like Ma Agard or about George Payne is the Dems strategy to win an Election it shows how poor your record is,because that is what most Bajans want you all to bring and defend not rubbish about Ms Mottley,as recently stated by Mr Sinklair,pure utter folly.

    Lorenzo I am not a member of any party, but I spot a yardfowl when it waddles. But let me make an observation here. All I hear is negative stuff from the Barbados Labour Party, who seem bent on bad-talking the other party the DLP. People like me are now beginning to see through the clouds. The BLP seems very anxious to gain power, so I am beginning to wonder. And they have some of the same persons who abused the finances of their Ministries this time around again.That scares me Lorenzo.

    1. This is indeed ‘sour grapes’ and ‘passing the buck’. It would appear that maintenance of the sewage plant as per the design requirements was not carried out due to a lack of funds therefor being provided by the current Government.
    2. For some reason, unknown to me, Barbados seems to be running out of money to keep its infrastructure afloat. This is a serious problem folks, and not to be treated lightly. Perhaps too many ‘freebies’ were given out? I wonder!

    I have one question: Is Maria telling the truth? She started that there were changes to the design, she said there were big cost overruns, she said there were problems from the onset, she said there were cases before the court. Are these things true? Her motive is secondary to if these times are true.

    The bottom line for me is not who designed or implemented the sewage system, the bottom line for me is that the DLP took way too long to properly address the issue once it started to manifest itself.

    Atman..the point in rationale terms that in order for any mechanism to be sufficiently effective the planning period must be correctly formulated .
    This plant was formulated without giving forethought or having the vision of understanding that over the years the possibly of residential and industrial expansion would render its effectiveness helpless meaning its capacity would not be handle large volumes of sewage

    Furthermore it is my understanding that some NASTY persons along the South Coast were using the system as a dump causing the system to clog up and malfunction the SAME way as if one puts diesel in a gasoline engine….a la Sinckler with the economy.
    Things deteriorate over time,get worse and then seek to function and the SAME thing is going to happen to EVERY HUMAN BEING.

    You getting there with some understanding just keep your eyes wide open sooner rather than later you would understand the logistics of effective leadership and the role govt plays in making sure that projects that are formulated to be of public interest must have all the necessary ingredients base on relevant and efficient policies and not on blind political posturing

    It’s so nonsensical for us to be discussing at this stage who built the plant. The fact is that the dip is in office and was so for ten years. The plant because of lack of maintenance over that
    period has malfunctioned and nothing was done to correct it. Common sense tells me that the governing party is responsible for this mess

    Oh i noticed you mention the downgrades be that as it may the country social enviroment is still in tack which is highly relevant to the country stability .

    Lorenzo the reserves went to pay the debt left over from the blp runaway spending on projects some that did not even hit the ground. 1 billion dollar in reserves might sound a lot to you on paper but when having to pay off debt that has accumulated half of that 1billon in accumulated interest while on the other hand govt scrambles to keep the social programs that you and others have accustomed and feel a senses of entitlement.
    The fact remains the 1billion aint mean a pint worth of green peas to run a country long term while relying on a one nest basket which ws floundering for four years to pay debt and meet other challenges for the country

    Why didnt the blp in its 14 year reign not position the country for better economic planning directive which would have given the country stronger fiscal productivity to withstand golbal challenges

    Sticks and Stones what kind of J/A could you be?They spent over a billion dollars repaying debt,i think you drinking to much of the kool aid.You did not touch anything I said about the large Cabinet which wanted reducing by firing unproductive Ministers,reducing the uneccary parties for handing over keys,and the allowing of so many concessions to various people respond to those issues yardfowl.this is where money could have been saved for a rainy day.As to your request for ideas your people stated they do not want to hear anything from wunna you had your time,you remember?The Pm alsostated that his Cabinet was filled with eminent people,Therefore what ideas you want,to make another old lady on the bus video?I heard the Trini Dem pleading with The Bees to present their ideas.She is a hyprocrite just like you but do not worry when the Election is called the plans will be rolled out so take your time.

    Sticks and Stones unlike you I do not speak for the BLP,that is what politicians are paid to do.Therefore when they not you or the Trini Dem,are ready they will roll out their plan.Just today heard Ms Moore state that this Recovery Plan that The dems claimed were approved by the Unions and Private sector were just broad proposals which now had to be prioritized etc yet to hear the Minister of Finance it appeared that all systems were go.Tell us Sticks and Stones which is the truth?As for your nonsense about Barbados dollars I am not aware the Reserves was quoted in Barbados Dollars.

    The D L P paid for the design, selected the contractor, the B L P supervised it’s construction, and contributed to it’s lack of maintenance over years. What would the B L P say about the Bridgetown Plant? They paid for the design, chose the contractor and built it, yet there were issues with that plant from it’s inception. So what’s the deal on that one?

    Politicians have to realize that not all Barbadians have short or preoccupied memory. Both Bees and Dees have been caught
    dead, now the electorate have to challenge themselves by joining several of us, and bury them. Listening to them both has now become pathetically intolerable. They’re both spinning top in mud with the blame game.

    We the people of this country simply need to hear about some workable solutions. For instance, tell us your future plans for the constituency councils. They’re needed badly, the D L P has dropped the ball, and the B L P plans to disband them. Our politicians are all suddenly setting up charitable organizations within their constituencies to benefit from the local, regional and international financing available for such organizations. Yes they want to control the black box, hand bag, grocery bag, purse, and even the snack box. Barbadians need to examine carefully what they’re voting for. Forget about this popularity swing concept used by the spin doctors of these parties. These parties have allowed many of their MP’s, friend, associates and sponsors to loiter within the precincts of the public building with pay for decades. The only swing I want to see is the swinging of the political gallows in this country. The people need to execute an embarrassing and demoralizing defeat to the B L P and D L P. We need real change, not change of party by name.

    The B L P talking about sour grapes, well they are spewing sour cream, and the D L P sour sop. They both have no shame whatsoever, both must take responsibility, apologize, stop the blame game and bring real solutions to the table. Time is running out on them both. Mr. Phillips, it’s time to step up this pressure on them, seriously.
