Are the holders of unauthorised fetes charged? Do the holders of authorised ones take out insurance?

One need to take out insurance on some of the young thugs that going about killing each other at will. Every time now you keep reading that young men keep dropping like dead flies. Do life mean anything any more. I rather live than to have a “spliff, a pair of air jordans and a snack box” for only a short period of time. I am not one of the “Live fast die young” kind.
