Congrats Mr Bolt, anyone found cheating by the use of drugs need to be banned for life and NEVER allowed to return to the events, who said Gatlin did not still have an advantage by having built muscle mass during the use of his drugs period does that work to his advantage ? All of them once caught should be banned for life.

Don’t agree. Sometimes you might be taking a dietary supplement in January that isn’t banned. Then it’s banned in February and because it is still in your bloodstream if you get tested in March you find yourself in trouble.
Sometimes a rival slip things in your drink or water during certain events (no lie).
Also, we all make foolish decisions or selfish ones.
      I would give three chances:
First one, a very stiff fine , a year ban and confiscation of any and all medals, prizes and prize money achieved within the year of failed testing.
Second, very stiff fine, a three year ban, and confiscation of any and all medals, prizes and prize money achieved within the year of failed testing
Third time or more, six year ban each time (which can be a career killer), a very stiff fine and confiscation of any and all medals achieved during the year of failed testing
